In 2006, the association “IME” (in eng. "NAME") organized the Water Tower Art Fest for the first time. The default location was and still is - the Water tower in the Lozenets neighborhood.

Secret urban spaces – a bit used, forgotten or loaded with a special history, have been objects of interest for contemporary art for quite a while. Social art scattered around the city; art, that’s active in alternative urban spaces, thought, created as being constructive for the city. The Festival will present contemporary artists working in the areas of visual arts, video art, music, performance, theater and movies.

This year, the festival is entitled "Cities in need of love." The program is scattered among different thematic urban spaces, so that the Water tower in Lozenets location is rather symbolic.

Part of the event will take place in the city of Pernik.
